The Talugan Empire

Culture
The Talugan Empire has a complex system of honor, which most follow closely; while hardly benevolent, it's useful in upholding their society. Taluganan also tend to be quite confident in their chosen field, sometimes rationally and sometimes just out of pride. They're slow to make friends and to forget offenses, but quick to protect those they count as friends; the death of a friend will be avenged with a cold, relentless resolve.

Taluganan adventurers fall into two main camps: those who are on a quest, whether for a concrete goal or an open-ended quest for justice, and those who were cast out for inability to tolerate the social order(which often includes charismatic CG liberators).

Mer

Appearance
Mer look like fish from the waist down(albeit with whale-like horizontal flukes), and elven females from the waist up, but with wide, almond-shaped eyes. Their upper skin ranges from cream to medium brown, and tans swarthy; their scales are metallic or iridescent, ranging from purple to a vibrant blue to green. Their hair grows slow and straight, and ranges from black to shockingly blue. Mer hair is their "mating plumage", and many mer grow their hair long and spend hours taking exquisite care of it. Their ears are pointed and around six inches long. Mer are active around the clock, never sleeping.

Mer are hermaphroditic and oviparous.

Naga

Appearance
Naga are four-armed humanoid from the waist up, with a long, serpentine tail below the waist. Their skin is covered in light scales, in striking patterns of blue, purple, green, and/or black. They have an individual pattern of menbranous fins about their head, arms, and back, plus broad fins along the length of their tail.
Young
Naga are oviparous, laying one egg per clutch.
